Lettre à Yorkshire Today

"As an international language, why isn't Esperanto used at the United Nations?", you ask. Well I am both a former UN translator, and a speaker of Esperanto, so my answer may interest you.

The question you ask is so complex I would need a book to deal with it. There are psychological reasons. You'll find a good summary of that aspect of the problem in my article "Psychological Reactions to Esperanto", accessible through http://claudepiron.free.fr (click on Articles in the left hand menu, and go to "English"). There are also political reasons. If Esperanto were adopted at the UN, which would be much more sensible than the current system, English would lose its status of principal language in use there, and neither the US nor the UK would welcome such a development. Language is a weapon, as all lawyers, negotiators and politicians know. You don't give up a weapon which helps you convince, win an argument, decide the language of a contract or a decision (a UN resolution for instance), manipulate minds and the like.

It is interesting to note that although the UN has examined a number of times its language policies (you'll find references to the relevant documents in the above quoted article), it has never included Esperanto in the available options, although it is the most cost effective and the most democratic one (see my article "Linguistic Communication – A Comparative Field Study", Language Problems & Language Planning, vol. 26, 1, 23-50, also accessible at the above Internet address). One of the main factors is simply the force of inertia. To adopt Esperanto would imply researching the subject, then convincing governments and delegates to learn that language. Many diplomats from Third World countries enjoy their comfortable position only because of their mastery of English (or French, for a number of Africans). Adopting Esperanto, a language which can be learned by a simple worker or peasant, would introduce in the politics of their country a measure of democracy which is not attractive at all for privileged people. Power, pleasant working conditions and appreciable income are not things most human beings want to share once they have managed to get them. So there is a contradiction between the interest of the peoples and the interests of the persons who represent them. This is one of the causes. There are many others. The language problem has political, economic, financial, cultural, pedagogical and psychological aspects impossible to discuss in this letter. Another factor is the influence of the media, which are seldom objective as far as Esperanto is concerned, so that many misconceptions about it blur the issue.

Congratulations for asking that question. It is quite pertinent in the UN, but maybe more so, today, in the European Union.

Oni ne rezignas armilon, kiu helpas vin konvinki, gajni en diskuto, decidi, kiel tekstos kontrakto aŭ decido (UN-rezolucio, ekzemple), manipuli mensojn, ktp.
